The country of Uruguay does not allow used cars to be imported if you are not a Uruguayan citizen. Citizens of the country can import used cars if they have been abroad for at least three years and the vehicle has been registered in the owner’s name for that period. Even after satisfying these requirements, the used car owner must apply to the Ministry of Finance for import authorization, and then it will still have to clear customs.
