You are permitted to import a vehicle on a short term temporary basis, or on a permanent basis under the regulations of Costa Rica Customs Department. As the regulations on imported vehicles are strict, it is vital that all safety and emission inspections are done in USA, two months before shipping it out from there.

If you are a Costa Rican citizen, then just a proof of residence suffices. Additionally to obtain the permit, you have to pay for the permit.
